The strings attached.

How No Child Left Behind NCLB)plays out in real time.

Chancellors Memo #2

Dear Colleagues,
We are required by the federal No Child Left Behind Act to provide military
recruiters and institutions of higher learning the names, addresses, and
telephone numbers of eleventh- and twelfth-graders. While the federal law
requires us to provide this information, students and parents have the right to opt
out so that their information remains private. To opt out, students or
parents must notify us in writing. To be clear: the law requires us to give
military recruiters the same access to student information that is generally
provided to post-secondary educational institutions and prospective employers.
Please read our Military Recruitment Directive at
_www.nycboe.net/www.nycboe.net/www.nycboewww.nycbowww.nycbowww.nycboe.net/www.nycb_
(http://www.nycboe.net/schools/principals/weekly/20070925/military_opt_out_directive_07.doc) . The
directive includes the procedures schools must follow with respect to opt
out letters and military recruitment in their buildings. The opt out
letters are available in eight languages and will be posted on the Department of
Education Office of School and Youth Development Web site at
_http://schools.http://schools.http://schools.http://schoolhttp://scho_
(http://schools.nyc.gov/Offices/DYD/OYD/MilitaryOptOutLetter/default.htm) .
Please remember that all visitors must follow the procedures in your
building safety plan, including signing in and out and holding meetings only in
designated locations. No visitor should be given unfettered access to students in
classrooms, cafeterias, gyms, or other areas of the school building. Please
ensure that classroom time is used only for instruction. If, at any time,
you feel pressured to open classrooms to military recruiters, please let me
know and I will take appropriate action.
Thank you for your continued efforts in ensuring that your students and
parents receive the necessary information and that appropriate confidentiality is
maintained. Please feel free to direct any questions about this to Lilian
Garelick at 212-374-6095 or _lgareli@schools.lgareli_
(mailto:lgareli@schools.nyc.gov) .
Sincerely,

Joel I. Klein
Chancellor
